PCB Alert: Deadline is Today - Sept 6 - to Comment on
Bennett Hazardous Waste Incinerator in Kirkland Lake

Bennett Environmental Inc. (BEI) is proposing to construct and operate a hazardous waste incinerator in Kirkland Lake, in north-eastern Ontario. The proposed facility would "treat" up to 50,000 kg/hour of soils and solids contaminated with chlorinated organic compounds (for example PCBs & PCP) as well as non-chlorinated organic compounds. The chlorinated and non-chlorinated organic compounds will include pesticides, herbicides, fungicides, wood perservatives, PCB, PCP, PCDF, PAH, PCDD, TCE, coal tars, hydrocarbons, creosote, and "others".

In June 2002, BEI relased their formal submission to the Ontario Ministry of the Environment Environmental Assessment Branch, and several supporting documents. Friday, September 6th is the deadline for public comment on the BEI environmental assessment application.

If you have not already made comments, please send yours today, even if they are very brief. The Environmental Assessment Branch must consider the comments they receive, and it will be helpful to have comments from a wide variety of groups and individuals expressing concerns and opposition.

Your comments should be forwarded to:

Ms. Ariane Heisey, Special Project Officer
EA Project Co-ordination Section
Environmental Assessment and Approvals Branch
Ministry of the Environment
2 St. Clair Avenue West,
Toronto, ON   M4V 1L5

Comments can be sent by fax to 416 314 8452 or by email to: ariane.heisey@ene.gov.on.ca

The following points could be included in your letter:

  • the environmental assessment is incomplete; Bennett did not include important and necessary information to support their application
  • Bennett Environmental Inc. did not do a proper siting process; the proposed incinerator is very close to day care, schools and residences
  • the project is opposed by the majority of residents in the local area and in the region
  • Bennett Environmental Inc. did not do a proper public consultation, and did not properly consult with First Nations in the area
  • incinerators are inherently dangerous, and will result in releases of hazardous chemicals to the environment
